Based on intercepted Russian papers that seemed to have Putin’s signature on them, a British think group specializing in defense and security has disclosed the specifics of Moscow’s strategy for Ukraine. During the conflict between Russia and Ukraine, the papers revealed that Russia intended to seize control of Ukraine’s power plants, airfields, water supply, parliament, and central bank.
Based on intercepted Russian papers that seemed to have Vladimir Putin’s signature on them, a British think tank specializing in defense and security has divulged information on Moscow’s pre-invasion strategy for Ukraine. According to the Royal United Services Institute for Defence and Security Studies (RUSI), Russia had intended to invade Ukraine within the next month and assume control of the country within the next ten days.

According to a think tank that is affiliated with the British Army, only a small group of Russian officials were aware of the full scope of the plans. Furthermore, even deputy heads of branches within the Russian military were unaware of the plan to invade and occupy Ukraine until days before the invasion began, and tactical military units didn’t receive orders until hours before the invasion began.

In addition, the records revealed that Russia intended to seize control of Ukraine’s power plants, airfields, water supply, central bank, and parliament and that Russian special services were assigned with the responsibility of eliminating the leadership of Ukraine. According to RUSI, it seemed as if they were operating on the assumption that officials from the Ukrainian government would “either flee or be captured as a result of the speed of the invasion”
The invasion plan included comprehensive plans to seize nuclear power reactors in Ukraine in order to provide cover for Russian forces, acquire control over the energy infrastructure of the nation, and maybe blackmail European countries with the threat of radiation pollution.

According to RUSI, the Russian counterintelligence regime had compiled lists of certain Ukrainians that were divided into the following four categories: those who should be killed, those who need to be suppressed and intimidated, those considered neutral who should be encouraged to collaborate, and those prepared to collaborate.
